BACKGROUND: Koriel XIII, the nameless 'older brother' of Dextera, was born without a heart. Conjoined at Dextera's hip, Koriel XIII communicated with his brother only through notes and ongoing games of chess. We often see him sleeping in flashbacks, but we know from the manga adaptation that he had the ability to resonate with God on the same level as Dextera, hearing her song when others in the Order of Malkuth did not.
The brothers' specific medical condition reached a point where the two could no longer live as one. As Koriel XIII did not have the heart in his body, it was decided that he would be sacrificed for Dextera's survival. Dextera, who was young and feared death, blamed himself because he did not want to die. He considers it his own fault that his brother was chosen to die instead of him.
Death did not free Koriel XIII from the world. We see in the game and in the manga that he lives on as a ghost that haunts the Neuro Tower, occasionally confronting his brother during his journey through it. We also witness him, either as a spirit or another 'personality' that resides in Dextera, take over Dextera's body for a period of time when Dextera withdraws after witnessing some painful memories.
PERSONALITY: Compared to his brother, XIII takes an immediate active role when it is his turn to 'drive' the body in canon. There's no hesitation when he takes the Angelic Rifle from the Archangel and travels to the base of the tower. He takes no time to fiddle about, directing himself straight towards his goal. Where Dextera has guilt, XIII has resentment towards their situation and it seems to fuel his ability to move where Dextera might hesitate. The words of others don't shake him the way they do his brother. XIII can keep going where Dextera falls apart, even if he's hurting just as badly.
Though XIII might appear colder in nature due to the circumstances of his death, he also seems to have a clearer understanding of their situation. It's the spirit of XIII that tells Dextera in the manga adaptation that neither of them are 'less' of a person without the other. He is not Dextera and Dextera is not him. Even if he might suffer resent towards Dextera for being the one to live and keep 'their' heart, he is still able to reassure him in the end. Even if he shared in Dextera's plea to not be split apart, he is less emotional than Dextera and can approach their parting with some rationality. He lacks the guilt that clouds his brother's judgment.
XIII has complicated feelings towards his brother in the material for Baroque, but he's overall shown to be supportive of his brother. Even if he sometimes lets despair overcome him and lashes out at Dextera, he still wants to support his brother's growth. Even if he's hurt by his brother and their world, he finds the strength to forgive him in the end so that Dextera can forgive himself.
Though it's hard to blame him given the world they live in and the cards they were dealt, XIII holds clear resent for the Archangel and the Order. He doesn't give Archangel an ear when he tries to feed him the same manipulative lines he fed his brother. He can even be short with Alice, the one who he and Dextera both hold great affection for in the game and the manga. He was killed at a young age and left to wander the Neuro Tower alone as a spirit. He has witnessed all the terrible things that happened to his brother. He even seems to have a selfish desire to take back his heart from his brother. He died under terrible circumstances and was abandoned to the Order by his parents. The world cursed him on the day of his birth. Even if he loves and supports those close to him, he can't help but be filled with a certain bitterness after his untimely death.
Just like Dextera, XIII isn't strong. He spent his whole life in a hospital room, only occasionally leaving with the assistance of the nurses that cared for him and his brother. He was born without a heart of his own and seemed to sleep more often than his brother because of it. He was frail and sick since birth. Neither brother was built for strength or agility. Even if he's willing to fight, he's not great at it and still prone to taking mortal blows.
XIII really hasn't had a lot of opportunities to communicate with other people. The Order of Malkuth did not seem to acknowledge him the way they did his brother, potentially because he was the obvious one to sacrifice when their heart could no longer support the two brothers. He almost never got to speak with his brother because they could not be awake at the same time. His time as a spirit was spent in total isolation. Even when he resided in his brother's body, he was only 'out' as a persona when his brother withdrew for a period of time. When we see XIII as the dominant persona, we see him refusing to speak with some and flat out ignoring others. He is more likely to deliver harsh and honest words to people than try to sugarcoat his feelings. The only benefit is that a person can trust that the kind words he offers are just as honest.
